Battery drain fix for cell standby (Lasting drop from >20% to <10%)
I assume there are multiple battery drain issues based on my many searches (and I'm going to make this post intentionally verbose so it shows up as a result for relevant searches in the future). This post pertains to Galaxy phones where 'cell standby' has started using more battery than almost anything else (including the screen and Android System at times) even though you have a decent signal.
It's likely the issue starts for most after some kind of update. It seems that the battery drain may be worse when connected to WiFi (which could lead to unusually high battery drain overnight, for example); you may see the 4G symbol show up and disappear (flash) every 5 or 6 seconds or so when connected to wifi. You may have found that you can fix the issue (often temporarily) by completely disabling a particular app. It's also possible that rebooting or clearing the device cache may temporarily fix the issue (the 4g symbol may stop flashing for a bit, but will likely return). Another temporary fix can involve force stopping or switching phone/dialer or messenger apps, or alternately disabling various features (VoLTE or Enhanced LTE Services, Advanced Messaging, etc.) or changing certain wi-fi settings (disabling wi-fi on sleep may reduce overnight battery drain).
I've seen this issue a couple times now and there are TONS of mostly temporary fixes. Some of these fixes work for AT&T phones, others work for T-Mobile, but the issue often returns regardless of carrier. I think the reason so many temporary fixes work is because the use of several applications and services (even in the background) can trigger the problem, but the problem is actually related to Google Play Services. Here's what should knock the problem out if your phone is having problems similar to what is described above:

Note: This may clear your Google Now preferences, but I personally know of no other ill effects.
Afterwords, I recommend powering off and then wiping the cache partition (mostly for good measure; it's possible rebooting is good enough):
With any luck, doing this will drastically reduce the amount of battery wasted on cell standby and your battery life should noticeably increase. Unfortunately, I can't promise this fix is permanent (or that it'll even work for all of you) because it's possible that updates to Google Play Services or your other apps might cause Google Play Services to spaz out again sometime down the road. However, there's a good chance this fix will last weeks or months (or longer) and it's easy enough to implement. Additionally, I feel it's a much better solution than disabling features or apps, which seems to be what most people end up doing. I've even been able to leave LTE calling on.

Also, since I've found related posts from S6 users (though I've only seen it on the S7 myself) going back well over a year, I'm going to check up on this post in the future to see if the issue persists (maybe even in the S8) so perhaps I can complain to Samsung. Samsung has a vested interest in making sure its high-end phones live up to their advertised battery lives, but this issue is one that some people only end up solving through factory reset or even replacement (possibly since certain updates or app downloads after a factory reset might re-trigger the issue for some).
tl;dr: Try clearing the data (not just the cache) for Google Play Services. A reboot or even a cache partition wipe may be needed afterwords.

Also, sorry if I made your eyes bleed with all this text :) And I want to add that I'm absolutely not the first to discover this fix, but finding this fix (one where the issue finally didn't come back the next day) was a real pain. I hope that some people with this issue will find this post easily before trying ten other fixes (and losing track of what features they disabled in the process!).
Edit pt2: If you've always had high 'cell standby' use, you might just have a week signal. To clarify again, this post is for Galaxy phones where the 'cell standby' use has increased and caused significant battery drain, despite having a decent signal. If you don't have the bug that causes this, clearing Google Play Services data won't increase your signal and therefore won't decrease your battery drain.
Follow-up edit: I can confirm that this fix is not necessarily permanent for most. There is definitely something that triggers it, and I'm not sure exactly what that is, though I strongly suspect it is something involving updates related to google services. My personal phone recently went two months without the flashing 4G symbol. It had came back shortly following updates to gmail and google photos. It's been gone since I cleared Google Play Services data once again and rebooted; I didn't even bother clearing the cache. Personally, I'm happy enough with this temporary fix that I doubt I'll factory restore anytime soon, but I don't know of a better answer for anyone wanting to avoid having to clear Play Services data from time to time!
